  The US Department of Housing and Urban Development (HUD) administers block grants to help fund affordable rental and homeownership activities as well as neighborhood revitalization. HUD works through local governments and non-profit organizations to make financial assistance and counseling available to eligible individuals. HUD uses a formula for government housing grants to allocate funds for each program to large cities and urban counties. To be eligible for these government housing grants, jurisdictions are required to submit a consolidated plan about the local housing needs of low- and moderate-income residents. Rental apartment grants are given to make funds available to households to assist them with the payment of rent or utilities. Federal tenant-based rental assistance is provided through the Department of Housing and Urban Development, HUD’s Housing Choice Voucher program. The program is implemented by local and state public housing agencies, wherein voucher holders receive a subsidy that can be used at any privately-owned rental unit that meets the program guidelines. At least 75 percent of households enrolled in the program each year must be extremely low-income households. Federal project-based rental assistance is provided to private owners or multifamily rental housing through Housing Assistance Payment contracts.
